    Contacting Management Companies.

    Dear Management Companies.

    You lose huge amounts of money due to the fact that you allow the verification of water meters at the place of operation. We remind you that after 4 years of operation, 98% of water meters do not pass calibration, this is especially pronounced at low costs. And that means you get less money for water from residents. Check the balance with the common house appliance. In many UK companies, the difference reaches 40-50%. You incur losses, but simple “checkers with suitcases” bring them to you. The cost of their services is 600-1000 rubles, and on-site verification translates into a simple formality that has nothing to do with real verification in the metrology laboratory. About any calibration, cleaning, as well as replacing worn parts of speech, and generally no. A fictitious verification certificate is issued if only to take money from a resident, and the management companies do not receive huge amounts associated with undetected meter errors, which are still somehow taken from the population. Hence the additional costs that are included in utility bills and public discontent.

    How to deal with this problem. Of course, it is not yet possible to cancel verification on site. However, all highly developed countries do verification in stationary conditions. And in our country it is possible to do “portable cases” verification not for all types of meters. Such verification is not applicable for counters of type CX (SHI), SG (SGI) - "Alekseevsky"; VSKhd (VSGD, TSA), SKVG90-3 / 15; WFK2., WFW2. Itelma, etc.

    Therefore, people who test these types of meters violate the law. And the verification certificates that they issue are not only not valid, but also contrary to the law. That is, the management company, having discovered such evidence, can annul this verification. And for the entire period of the meters without verification, set according to the norm, in accordance with Resolution N 354 of May 6, 2011. And this will be a legal action. And the resident, having received a huge bill, should already demand compensation for losses from the company that conducted this fake check. There are only a few court cases and firms that leave the population and management companies will leave the market. In the plus will be a law-abiding tenant and a management company.

    We made sure that on-site verification is almost a hoax. Only single counters of a certain type can pass such verification.

    What is the alternative, verification in place? There are three options:

    1. Check the residents meter in a specialized accredited laboratory on a stationary stand, observing all GOSTs, including cleaning, calibration and replacement of worn parts (the cost of the service is 800-1000 rubles with installation work).

    Advantages: The accuracy of the counter is increased, there is no violation of the law.

    Disadvantage: It is necessary to come to the Customer twice (for dismantling and mounting back to the pipeline). During the absence of the meter, the management company will be forced to calculate the average consumption.

    2. Replace the meter with a meter that has been verified under stationary conditions (the cost of the service is 800-1000 rubles with installation work).

    Advantages: Everything is done in one visit to the Customer within 10-15 minutes, there is no violation of the law.

    Disadvantage: The meter remains either completely without a guarantee or with a minimum guarantee. Warranty is calculated from the date of initial manufacture of the meter.

    3. Replace the meter with a new one (for example, Itelma for 1,500 rubles with installation work).

    Advantages: Everything is done in one visit to the Customer within 10-15 minutes, there is no violation of the law. The warranty on the meter is provided by the manufacturer for 4 years !!! The accuracy of the new counter.

    Disadvantage: none.

    As we see from the economic component, both for residents and for the management company, both in terms of service, warranty and convenience, the third option is most preferable.

    At the end of the verification period, the resident replaces it with a new Itelma counter for 1,500 rubles or similar and eliminates all possible claims from the management company. The meter also remains under warranty almost until the next verification period.

    We call for cooperation management companies. When “on-site verification”, your money, as well as the money of residents, literally pour into the pipe. Let's put things in order in the housing sector.

    The head of Rosstandart, Alexei Abramov, called for the release of the population from "verification duties" in the housing and communal services and assign management companies to verify household metering devices. He listed this task among the top-priority at the board of the department.

    Now people are obliged to independently verify the metering devices for the consumption of communal resources in apartments. This is used by scammers, who usually do not even have the right to conduct verification. They ring tenants, walk up the porches and put up announcements, pushing for the fact that the deadline set by law or by a certain schedule is running out.

    In principle, there can be no "collective" verifications - each device has its own verification period, it depends on the verification interval and the date the meter was put into operation. But not everyone has the opportunity to understand these subtleties. Especially often fraudsters manage to take advantage of the trust of the elderly.

    It is still unclear how verification services will be paid in the event that obligations are transferred to management companies. The Rosstandart initiative should be supported by the Ministry of Construction and the Ministry of Industry and Trade, and then by the government.

    The transfer of verification of water meters to management companies will deprive scammers of a huge business

    At the board of Rosstandart, Alexey Abramov also proposed starting this year to provide special subsidies to companies for the secretariats of international technical committees in order to restore Russia's presence in the International Organization for Standardization and the International Electrotechnical Commission. This will allow companies to set their own standards in the industry and thereby provide an important competitive advantage to exporters in the global market.

    Now Russian companies receive subsidies to participate in the development of standards that "support" technical regulations. Thanks to this, over the past three years, the share of standards developed by business has grown from 7 to 15 percent, and by 2020, most of the standards should be developed through business and public-private partnerships, said Alexey Abramov.

    For the economy, the effect of the use of GOSTs is estimated at one trillion rubles annually, it repeatedly covers the state’s costs for standardization, said the head of the Ministry of Industry and Trade Denis Manturov.

    The share of “Soviet” GOSTs in the standards fund has declined over the past five years from 75 to 43 percent. Until 2025, Rosstandart plans to basically complete the modernization of the standards fund, including replacing or canceling about 14 thousand state standards adopted in the Soviet era, as well as developing at least 3 thousand modern standards for enterprises of the military-industrial complex. Now over 33 thousand GOSTs are valid, but in reality they are only partially demanded by industry. Involving a business in updating standards should solve this problem.

    Denis Manturov supported the creation by Rosstandart of the National Certification System (NSS) as the only system confirming the conformity of products and services to GOSTs. According to him, this system should become "the key not only to the hearts of consumers in Russia, but also to foreign markets."

    The creation of the NSS means a radical reform of product quality control. As Alexey Abramov said in an interview with RG, manufacturers and suppliers who want to use the GOST mark will have to agree to sudden product checks at any stage of its turnover; for checks, samples will be taken, including from store shelves.

    Acceptance of applications for certification in the new system will begin in May in seven "pilot" regions, in August their number will be increased, in 2018 the national certification system should work in all regional centers of Rosstandart, which have the necessary testing facilities and certification experts.

    Good afternoon dear friends. In this article, we will talk about how to check water meters by a management company (UK). If you got a phone call or a doorbell, or you found a piece of paper in your inbox that you need to check the apartment water meters, otherwise you may run into a fine.

    Let’s see if such blackmail is legally justified, who can check them and in what time frames, and whether you will be fined if you refuse such an inspection. You yourself, in principle, should be interested in this procedure, because the correct operation of metering devices also ensures the accuracy of their readings.

    All according to the law

    To find out what the law says about meters, we will look at one of them - Decree of the Government of the Russian Federation No. 354 dated 05/06/2011. He says that the owners of apartments are responsible for checking the apartment counters, and it should be carried out at their expense.

    How often verification is needed - look in the documents for metering devices or on the Internet for the brand of the meter. There is nothing in the existing laws about fines and other punishments. But to be sure, it is better to look at the by-laws of regional figures from power structures.

    Failure is serious

    But, refusing to conduct a check, you, therefore, notify your UK that your meter is not working and is not suitable for further operation. Yes, this is stated in Article 9 of the Federal Law No. 102-FZ “On Ensuring the Uniformity of Measurements” of June 26, 2008.

    And then, completely unexpectedly for you, you may find in the receipts for the rent unimaginable volumes of spent water and, accordingly, a substantial amount for them. And all because the Criminal Code starts to take water consumption from you, not according to metering devices, but according to standards, which are much higher, especially if all the village relatives are registered in your apartment.

    Checking Counters

    But then again, how can the Criminal Code know when I set up the meter or checked - after all, I didn’t send any documents there? - you ask and you will be right. When the Criminal Code or the Horns and Hooves firm offers you to conduct a paid check, you better first make sure that the deadline for checking the counters has really approached, and look for cheaper verification options.

    Still may get caught, which will offer, under the pretext of a meter malfunction, to change it to a new one. To save money as much as possible, take the verification procedure into your own hands and call the company that has good reviews and a low price.

    Who is checking

    Experts of the Criminal Code can also check metering devices, but they should make an offer, and not tell all sorts of horrors. You can choose a company for the evaluation.

    The owners of the accreditation certificate in the field of ensuring the uniformity of measurements issued by the Federal Accreditation Service can conduct verification. When the inspectors do not have such paper, or the time has expired, the verification will become illegal, and you simply throw money away.

    It is more convenient if the device is not unscrewed and taken to the laboratory, as plumbers from the criminal code will do, and will be checked at home without removal on site using special equipment.

    Further actions

    The following papers will be issued to you at the end of the inspection and recognition of metering devices as suitable for further use:

    • Contract for maintenance of meters (2 copies);
    • Passport for each counter (3 copies);
    • Certificate of quality and compliance for each meter (1 copy).

    If, after all, the counters are out of order and need to be replaced, then after replacing you will additionally be given another pack of papers:

    • Contract for the installation of meters (2 copies);
    • Act of completion (2 copies);
    • Commissioning certificate for each meter (1 copy).

    If you change the metering device to hot water, I recommend installing a meter with a temperature sensor - it will consider only that water whose temperature exceeds 60 o C. to be hot.

    In conclusion…

    Depending on the brand of water meter, the check must be done every 4, 5 or 6 years. The approximate cost of checking one device varies from 400 to 1,000 rubles, depending on the region.

    Replacing one meter will cost 1,500 - 2,500 rubles, but the cost of the device and its sealing are already included in this cost. Be sure to inform your UK that you have checked the counters or changed them to new ones. Documents for inspection or replacement can be scanned and sent by mail, or transferred to the master responsible for maintaining your home.

    Residents who occupy an apartment under the law of social tenancy can get a free service for the initial installation of meters, which must be paid by the municipality. They will also have to pay for verification and reinstallation from their own pockets.

    In Soviet times, water was so cheap that there was no point in saving it - the state paid for everything. And nobody really heard about metering devices, and the law did not require their establishment. Now, not only is the water tariff a significant amount, you also need to additionally worry about any checks.
