Disadvantage: The meter remains either completely without a guarantee or with a minimum guarantee. Warranty is calculated from the date of initial manufacture of the meter.

3. Replace the meter with a new one (for example, Itelma for 1,500 rubles with installation work).

Advantages: Everything is done in one visit to the Customer within 10-15 minutes, there is no violation of the law. The warranty on the meter is provided by the manufacturer for 4 years !!! The accuracy of the new counter.

Disadvantage: none.

As we see from the economic component, both for residents and for the management company, both in terms of service, warranty and convenience, the third option is most preferable.

At the end of the verification period, the resident replaces it with a new Itelma counter for 1,500 rubles or similar and eliminates all possible claims from the management company. The meter also remains under warranty almost until the next verification period.

It is still unclear how verification services will be paid in the event that obligations are transferred to management companies. The Rosstandart initiative should be supported by the Ministry of Construction and the Ministry of Industry and Trade, and then by the government.

The transfer of verification of water meters to management companies will deprive scammers of a huge business

The share of “Soviet” GOSTs in the standards fund has declined over the past five years from 75 to 43 percent. Until 2025, Rosstandart plans to basically complete the modernization of the standards fund, including replacing or canceling about 14 thousand state standards adopted in the Soviet era, as well as developing at least 3 thousand modern standards for enterprises of the military-industrial complex. Now over 33 thousand GOSTs are valid, but in reality they are only partially demanded by industry. Involving a business in updating standards should solve this problem.

Denis Manturov supported the creation by Rosstandart of the National Certification System (NSS) as the only system confirming the conformity of products and services to GOSTs. According to him, this system should become "the key not only to the hearts of consumers in Russia, but also to foreign markets."

The creation of the NSS means a radical reform of product quality control. As Alexey Abramov said in an interview with RG, manufacturers and suppliers who want to use the GOST mark will have to agree to sudden product checks at any stage of its turnover; for checks, samples will be taken, including from store shelves.

Acceptance of applications for certification in the new system will begin in May in seven "pilot" regions, in August their number will be increased, in 2018 the national certification system should work in all regional centers of Rosstandart, which have the necessary testing facilities and certification experts.
