    How can you pay for housing and communal services without commission. What are the payments and how many receipts must be received once a month? Where to make payments

    Federation Council Speaker Sergei Mironov criticized the decision to take a commission fee for paying for housing and communal services at Sberbank. According to the speaker, such an initiative directly contradicts the actions of the President of the Russian Federation, who gave the command to put things in order in the field of setting tariffs for utilities.

    There are now five ways to pay for utility bills in Moscow.

    1.Cash through a bank

    Payment for utilities is carried out according to the following scheme. Residents receive payment orders from the State Institution "Engineering Services" of Moscow (GUIS), they go to pay at any bank convenient for them. From this bank funds are transferred to the GUIS transit account in the Bank of Moscow, and from it to service providers: Mosvodokanal, MOEK, management companies, etc. GUIS does not take money for its services. And banks, as commercial institutions, write off a certain amount for transferring funds from account to account. For example, Sberbank, as a rule, is 3%, but for organizations that are served through the GUIS system, Sberbank's percentage is 1.9. If, for example, the management company that serves your house has an account with Sberbank, then it pays 1.9% of each amount that comes to the account. That is, utilities provide services for a ruble, but in reality they receive 98.1 kopecks. The rest is taken by the bank.

    On December 1, 2009, the Moscow government issued a decree No. 1294 "On approval of tariffs for housing and communal services in 2010". In one of the clauses of the resolution of the Moscow government, the relevant departments and the Regional Energy Commission of Moscow in the formation for 2010 and subsequent years of prices regulated by the Moscow government for services for the maintenance and repair of residential premises and tariffs for services of organizations of the communal complex instructed "not to take into account the costs of payment of commission to banks and payment systems for services for receiving payments for housing and communal services. "

    This means that the banks' commission for the service of accepting payments, which has not been included in the tariffs for housing and communal services since the new year, had to be paid by the residents themselves.

    According to the official representative of the Moscow Bank of Sberbank, from May 1, 2010, the commission for transferring funds to pay for utility services through a teller may be 3%.

    Now the consumer has the opportunity to pay for utilities in almost any large bank, however, when making a payment, a commission is charged from 1% to 4%. The lowest commissions are for Promsvyazbank and Uralsib Bank - 1.5% and 1.7%, respectively. The highest is at VTB 24 (4%). Rosbank and the Bank of Moscow have 3%.

    2. Remote service channels

    Most banks have an online account management service that allows you to transfer funds from your bank account to a service provider's account. To do this, you need to know the payment details of the payee and have funds in the account.

    Sberbank offers its customers to pay for housing and communal services by non-cash by connecting to the "Electronic Savings Bank" service. You will be able to carry out payment transactions via the Internet by debiting funds in payment of payments from a deposit account or from a credit card. The commission for transferring funds to the address of organizations with which the bank has contractual relations is not charged.

    When accepting payments in favor of recipient organizations with which Sberbank of Russia has not concluded an agreement, the commission is 3% of the payment amount, the maximum payment for making a payment is 2,000 rubles.

    By activating the Mobile Bank for Deposits service, you can make payments using your mobile phone by sending an SMS request to deduct the payment amount from your deposit to the address of predefined organizations. The commission for transferring funds to the address of organizations with which the bank has contractual relations is not charged.

    Holders of international cards of Sberbank of Russia via mobile communication can pay for housing and communal services using the Mobile Bank service. Currently, there are complete and economical packages of the Mobile Bank service. In the case of choosing an economy package from the Mobile Bank, the service “notification of card transactions” is excluded. When connecting to the full package of Mobile Bank, a monthly subscription fee is charged.

    The commission for transferring funds to the address of organizations with which the bank has contractual relations is not charged.

    Sberbank customers can use such a service as a long-term order to write off funds. At the same time, on behalf of the client, the Bank itself adjusts the amount of payment when the tariffs for the service change (if there is an appropriate contractual relationship with the receiving organization).

    From May 1, 2010, the size of the commission for transferring funds to pay for utility services through remote service channels of Sberbank may amount to 1%.

    Customers of the Bank of Moscow can pay for housing and communal services free of charge by transferring funds from accounts / cards opened with the Bank of Moscow, based on the funds filled in by customers (including long-term orders for up to 3 years).

    Cashless payment from a bank card account (ATMs, depositors, info kiosks) - free of charge;
    - payment in cash (depositors) - a commission of 1.5% of the payment amount;
    - Internet-Bank-Client system by non-cash transfer of funds from accounts / cards - free of charge.

    Payment for housing and communal services through remote channels is also carried out without commissions from a number of other large banks - from Rosbank, Promsvyazbank. At the same time, only Uralsib (1.7%) charges a commission above 1% for payment for services on the Internet.

    3. Payment terminals

    In many shops, underground passages and other crowded places of the capital, machines are now installed that allow you to pay in cash for mobile communications, the Internet, digital television and utilities in a matter of seconds. To pay the rent, you need to enter the payer's code and the required amount in the appropriate "windows". In most cases, terminals take a commission - an average of 3-5%. The machine does not give change, but the extra money goes towards paying for future months.

    4. Electronic payment system

    Today, many companies allow for settlements, contracts and translations. Choose the system that you like best, open your personal account, and you will be able to pay for services through your computer. Money can be credited to the account using prepaid cards, cash or non-cash transfers from a bank account or by mail.

    5. Russian Post

    The client is not charged a commission when paying for utility services in the capital's post offices.

    An exception is the case when the payer lives in a cooperative house. If his management company does not have a contractual relationship with the Bank of Moscow, which regulates the procedure for accepting payments from the population, it is charged a bank commission in the amount of 1% to 3% of the payment amount (minimum 10 rubles, maximum 2 thousand rubles).

    In February 2010, the St. Petersburg branches of Sberbank announced their intention to levy a commission from the townspeople when accepting payments for electricity. With a payment amount of up to 1 thousand rubles, Petersburgers will have to add 30 rubles in favor of the bank, if we are talking about large amounts, then the commission will be calculated at the rate of 3% of the total amount.

    Bank card option

    If you have a bank card of any type and any bank, you can create an account in Internet banking. Thanks to this opportunity, each client has remote access to their accounts, their management and control. In the future, there is no need to enter the details every time anew - they are saved and it is possible to make payments more conveniently and very quickly.

    Alternative methods

In it you can see the entire payment history, periods, rates, exact amounts owed, in as much detail as possible. With a bank card, you can pay immediately.
