    The federal state educational standard of higher education in the direction of training "Education and Pedagogical Sciences" (the level of training of highly qualified personnel) (44.06.01) was approved.

    It establishes the requirements that are mandatory in the implementation of basic professional educational programs higher education - programs for the training of scientific and pedagogical personnel in graduate school in the direction of training highly qualified personnel.

    The standard contains the characteristics of the direction of training and professional activity graduates who have mastered the postgraduate program. It also establishes requirements for the results of development and the structure of the postgraduate program.

    HIGHER EDUCATION LEVEL - HIGHER QUALIFICATION STAFF TRAINING

    DIRECTION OF TRAINING 44.06.01 EDUCATION AND PEDAGOGICAL SCIENCES

    I. SCOPE

    This federal state educational standard of higher education is a set of requirements that are mandatory in the implementation of the main professional educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school in the direction of training highly qualified personnel 44.06.01 Education and pedagogical sciences (hereinafter, respectively, the postgraduate program, direction of training).

    II. ABBREVIATIONS USED

    The following abbreviations are used in this federal state educational standard:

    HE - higher education;

    CC - universal competences;

    OPK - general professional competence;

    PC - professional competencies;

    FGOS VO - federal state educational standard of higher education;

    network form - a network form of implementation of educational programs.

    III. CHARACTERISTIC OF THE DIRECTION OF PREPARATION

    3.1. Obtaining an education under a postgraduate program is allowed in educational institutions higher education, organizations of additional professional education, scientific organizations (hereinafter - the organization).

    3.2. Training under the postgraduate program in organizations is carried out in full-time and part-time forms of training.

    The volume of the postgraduate program is 180 credit units (hereinafter - c.u.), regardless of the form of study, educational technologies used, the implementation of the postgraduate program using the network form, the implementation of the postgraduate program according to the individual curriculum, including accelerated learning.

    3.3. Term of obtaining education under the postgraduate program:

    v full-time training, including vacations provided after passing the state final certification, regardless of the educational technologies used, is 3 years. The volume of the full-time postgraduate study program, implemented in one academic year, is 60 CU;

    in the correspondence form of study, regardless of the educational technologies used, it increases by at least 6 months and no more than 1 year (at the discretion of the organization) in comparison with the period of receiving education in full-time form of study. The volume of the postgraduate study program in correspondence course, implemented in one academic year, is determined by the organization independently;

    when studying according to an individual curriculum, regardless of the form of study, it is established by the organization independently, but not more than the period for obtaining education established for the corresponding form of study. When training according to an individual plan of persons with disabilities, the organization has the right to extend the period by no more than one year in comparison with the period established for the corresponding form of training. The volume of the postgraduate study program when studying according to an individual plan cannot exceed 75 c.u. in one academic year.

    3.4. When implementing a postgraduate program, an organization has the right to use e-learning and distance learning technologies.

    When teaching people with disabilities, e-learning and distance learning technologies should provide for the possibility of receiving and transmitting information in forms accessible to them.

    3.5. Implementation of the postgraduate program is possible using the online form.

    3.6. Educational activities under the postgraduate program are carried out in the state language of the Russian Federation, unless otherwise specified by the local regulatory act of the organization.

    IV. CHARACTERISTICS OF PROFESSIONAL ACTIVITIES

    GRADUATES WHO HAVE COMPLETED THE POSTGRADUATE PROGRAM

    4.1. The area of ​​professional activity of graduates who have mastered the postgraduate program includes the study of pedagogical processes, educational systems and their patterns, the development and use of pedagogical technologies for solving problems of education, science, culture and social sphere.

    4.2. The objects of professional activity of graduates who have mastered the postgraduate program are educational and socio-cultural systems, the processes of teaching, upbringing, development, socialization, pedagogical expertise and monitoring.

    4.3. The types of professional activities for which graduates who have mastered the postgraduate program are preparing:

    research activities in the field of education and social sphere;

    teaching activity on educational programs of higher education.

    The postgraduate program is aimed at mastering all types of professional activities for which the graduate is preparing.

    V. REQUIREMENTS FOR THE RESULTS OF DEVELOPMENT OF THE POSTGRADUATE PROGRAM

    5.1. As a result of mastering the postgraduate program, the graduate should be formed:

    universal competencies that do not depend on a specific area of ​​training;

    general professional competencies determined by the direction of training;

    professional competencies determined by the direction (profile) of the postgraduate program in the framework of the direction of training (hereinafter referred to as the focus of the program).

    5.2. A graduate who has mastered the postgraduate program must have the following universal competencies:

    the ability to critically analyze and evaluate modern scientific achievements, generate new ideas when solving research and practical problems, including in interdisciplinary areas (UK-1);

    the ability to design and carry out complex research, including interdisciplinary, based on a holistic systemic scientific worldview using knowledge in the field of history and philosophy of science (UK-2);

    willingness to participate in the work of Russian and international research teams to solve scientific and scientific and educational problems (UK-3);

    readiness to use modern methods and technologies of scientific communication in the state and foreign languages(UK-4);

    the ability to follow ethical standards in professional activity (UK-5);

    the ability to plan and solve problems of their own professional and personal development (UK-6).

    5.3. A graduate who has mastered the postgraduate program must have the following general professional competencies:

    possession of the methodology and methods of pedagogical research (OPK-1);

    possession of the culture of scientific research in the field of pedagogical sciences, including the use of information and communication technologies (OPK-2);

    the ability to interpret the results of pedagogical research, assess the boundaries of their applicability, possible risks of their implementation in the educational and sociocultural environment, prospects further research(OPK-3);

    willingness to organize the work of the research team in the field of pedagogical sciences (OPK-4);

    the ability to model, implement and evaluate the educational process and design programs of additional professional education in accordance with the needs of the employer (OPK-5);

    the ability to reasonably choose and effectively use educational technologies, methods and means of teaching and upbringing in order to ensure the planned level of the student's personal and professional development (OPK-6);

    ability to analyze educational activities organizations through peer review and design programs for their development (OPK-7);

    willingness to teach in the basic educational programs of higher education (GPC-8).

    5.4. When developing a postgraduate program, all universal and general professional competencies are included in the set of required results of mastering the postgraduate program.

    5.5. The organization forms the list of professional competencies of the postgraduate program independently in accordance with the focus of the program and (or) the nomenclature of scientific specialties for which academic degrees are awarded, approved by the Ministry of Education and Science of the Russian Federation.

    Vi. REQUIREMENTS FOR THE STRUCTURE OF THE POSTGRADUATE PROGRAM

    6.1. The structure of the postgraduate program includes a compulsory part (basic) and a part formed by participants in educational relations (variable). This provides an opportunity for the implementation of postgraduate programs with a different focus of the program within the same area of ​​study.

    6.2. The postgraduate program consists of the following blocks:

    Block 1. "Disciplines (modules)", which includes disciplines (modules) related to the basic part of the program, and disciplines (modules) related to its variable part.

    Block 2. "Practices", which in full refers to the variable part of the program.

    Block 3. "Research", which in full refers to the variable part of the program.

    Scope of the postgraduate program

    6.3. Disciplines (modules) related to the basic part of Block 1 "Disciplines (modules)", including those aimed at preparing for passing the candidate exams, are compulsory for students to master, regardless of the focus of the postgraduate program that he is mastering.

    The set of disciplines (modules) of the variable part of Block 1 "Disciplines (modules)" is determined by the organization independently in accordance with the focus of the postgraduate program in the volume established by this Federal State Educational Standard of Higher Education.

    The postgraduate program is developed in terms of disciplines (modules) aimed at preparing for the passing of candidate exams in accordance with sample programs approved by the Ministry of Education and Science of the Russian Federation.

    6.4. Block 2 "Practices" includes practices for acquiring professional skills and professional experience (including teaching practice).

    Pedagogical practice is compulsory.

    Practice methods:

    stationary;

    exit.

    The practice can be carried out in the structural divisions of the organization.

    For persons with disabilities, the choice of places for training should take into account the health status and requirements for accessibility.

    6.5. Block 3 "Research" includes research activities and the preparation of a scientific qualification work (dissertation) for the degree of candidate of sciences.

    After the student chooses the direction of the program and the topic of scientific and qualification work (dissertation), a set of relevant disciplines (modules) and practices becomes mandatory for students to master.

    6.6. Block 4 "State final certification" includes preparation for passing and passing the state exam, as well as the presentation of a scientific report on the main results of the prepared scientific and qualification work (dissertation), drawn up in accordance with the requirements established by the Ministry of Education and Science of the Russian Federation.

    Based on the results of the submission of a scientific report on the main results of the prepared scientific and qualification work (dissertation), the organization gives an opinion in accordance with paragraph 16 of the Regulations on the award of academic degrees, approved by the Government of the Russian Federation of September 24, 2013 N 842 (Collection of laws of the Russian Federation, 2013, No. 40, Art. 5074; 2014, No. 32, Art. 4496).

    Vii. REQUIREMENTS FOR THE TERMS OF IMPLEMENTATION OF THE POSTGRADUATE PROGRAM

    7.1. System-wide requirements for the implementation of the postgraduate program.

    7.1.1. The organization must have a material and technical base that complies with the current fire rules and regulations and ensures the conduct of all types of disciplinary and interdisciplinary training, practical and research activities of students, provided for by the curriculum.

    7.1.2. Each student during the entire period of study must be provided with individual unlimited access to one or more electronic library systems (electronic libraries) and to the electronic information and educational environment of the organization. The electronic library system (electronic library) and the electronic information and educational environment should provide the student with the ability to access the student from any point where there is access to the information and telecommunications network "Internet" (hereinafter - the "Internet"), and meets the technical requirements of the organization, both on the territory of the organization and outside it.

    The electronic information and educational environment of the organization must provide:

    access to curricula, work programs of disciplines (modules), practices and publications of electronic library systems and electronic educational resources specified in work programs;

    fixing the course of the educational process, the results of intermediate certification and the results of mastering the main educational program;

    conducting all types of classes, procedures for assessing learning outcomes, the implementation of which is provided with the use of e-learning, distance learning technologies;

    the formation of an electronic portfolio of the student, including the preservation of the student's work, reviews and ratings for these works by any participants in the educational process;

    interaction between participants in the educational process, including synchronous and (or) asynchronous interaction via the Internet.

    The functioning of the electronic information and educational environment is ensured by the appropriate means of information and communication technologies and the qualifications of workers who use and maintain it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation.

    7.1.3. In the case of the implementation of the postgraduate program in the network form, the requirements for the implementation of the postgraduate program must be provided with a set of resources of material and technical and educational and methodological support provided by the organizations participating in the implementation of the postgraduate program in the network form.

    7.1.4. In the case of the implementation of the postgraduate program at the departments created in the prescribed manner in other organizations or in other structural divisions of the organization, the requirements for the conditions for the implementation of the postgraduate program must be provided by the totality of the resources of the organizations.

    7.1.5. The qualifications of the leading and scientific and pedagogical workers of the organization must comply with the qualification characteristics established in the Unified Qualification Handbook of the Positions of Managers, Specialists and Employees, the section "Qualification characteristics of the positions of managers and specialists of higher professional and additional professional education", approved by order of the Ministry of Health and Social Development of the Russian Federation dated January 11, 2011 N 1n (registered by the Ministry of Justice of the Russian Federation on March 23, 2011, registration N 20237), and professional standards (if any).

    7.1.6. The share of full-time scientific and pedagogical workers (in terms of rates reduced to integer values) must be at least 60 percent of the total number of scientific and pedagogical workers in the organization.

    7.1.7. The average annual number of publications of scientific and pedagogical workers of the organization per 100 scientific and pedagogical workers (in terms of integer values ​​of rates) should be at least 2 in journals indexed in the Web of Science or Scopus databases, or at least 20 in journals indexed v Russian index scientific citation, or in scientific peer-reviewed publications identified in the List of peer-reviewed publications in accordance with clause 12 of the Regulation on the award of academic degrees, approved by the Government of the Russian Federation of September 24, 2013 N 842 "On the procedure for awarding academic degrees" (Collection of laws of the Russian Federation, 2013 , No. 40, art. 5074).

    7.1.8. In an organization that implements postgraduate programs, the average annual amount of research funding per scientific and pedagogical worker (in terms of rates reduced to integer values) should be no less than the value of a similar indicator for monitoring the education system approved by the Ministry of Education and Science of the Russian Federation.

    7.2. Requirements for personnel conditions for the implementation of the postgraduate program.

    7.2.1. The implementation of the postgraduate program is provided by the leading and scientific and pedagogical workers of the organization, as well as by persons involved in the implementation of the postgraduate program on the basis of a civil law contract.

    7.2.2. The share of scientific and pedagogical workers (in reduced to integer values ​​of rates) with an academic degree (including an academic degree awarded abroad and recognized in the Russian Federation) and (or) an academic title (including an academic title obtained abroad and recognized in the Russian Federation), in the total number of scientific and pedagogical workers implementing the postgraduate program, must be at least 60 percent.

    7.2.3. The supervisor appointed to the student must have an academic degree (including an academic degree awarded abroad and recognized in the Russian Federation), carry out independent research, creative activities (participate in the implementation of such activities) in the direction (profile) of training, have publications based on the results of the specified research, creative activity in leading domestic and (or) foreign peer-reviewed scientific journals and publications, as well as approbation of the results of the specified research, creative activity at national and international conferences.

    7.3. Requirements for the material and technical and educational and methodological support of the postgraduate program.

    7.3.1. The organization should have special rooms for conducting lecture-type classes, seminar-type classes, group and individual consultations, monitoring and intermediate certification, as well as rooms for independent work and rooms for storage and preventive maintenance of equipment. Special rooms should be equipped with specialized furniture and technical teaching aids that serve to present information to a large audience.

    The list of material and technical support required for the implementation of the postgraduate program includes laboratory equipment, depending on the degree of complexity, to ensure the teaching of disciplines (modules), the implementation of research activities and the preparation of scientific and qualification work (dissertation), as well as ensuring the conduct of practitioner. Specific requirements for material and technical and educational and methodological support depend on the focus of the program and are determined in the approximate basic educational programs.

    Premises for independent work of students should be equipped with computer equipment with the ability to connect to the Internet and provide access to the electronic information and educational environment of the organization.

    In the case of using e-learning, distance educational technologies, it is allowed to replace specially equipped premises with their virtual counterparts, which allow students to master the skills and abilities provided for by professional activity.

    In case of non-use in the organization of the electronic library system (electronic library), the library fund must be completed with printed publications at the rate of at least 50 copies of each of the publications compulsory literature listed in the work programs of disciplines (modules), practices, and at least 25 copies of additional literature per 100 students.

    7.3.2. The organization must be provided with the necessary set of licensed software (the composition is determined in the work programs of disciplines (modules) and is subject to annual renewal).

    7.3.3. The electronic library system (electronic library) and the electronic information and educational environment must provide simultaneous access to at least 25 percent of the graduate students.

    7.3.4. Students and scientific and pedagogical workers should be provided with access (remote access), including in the case of the use of e-learning, distance educational technologies, to modern professional databases (including international abstract databases of scientific publications) and information reference systems, composition which is defined in the work programs of disciplines (modules) and is subject to annual renewal.

    7.3.5. Students from among persons with disabilities should be provided with electronic and (or) printed educational resources in forms adapted to their disabilities.

    7.4. Financial requirements for the postgraduate program.

    7.4.1. Financial support for the implementation of the postgraduate program should be carried out in an amount not lower than the basic standard costs established by the Ministry of Education and Science of the Russian Federation for the provision of public services in the field of education for a given level of education and training area, taking into account correcting coefficients that take into account the specifics of educational programs in accordance with the Methodology for determining regulatory costs for the provision of public services for the implementation of state-accredited educational programs of higher education in specialties and areas of training, approved by order of the Ministry of Education and Science of the Russian Federation of August 2, 2013 N 638 (registered by the Ministry of Justice of the Russian Federation on September 16, 2013, registration N 29967).
